James was known for his steadfast dedication, kind heart, and resolute spirit. He grew up in Southern California, graduating from John F Kennedy High School in La Palma in 1974. His early experiences and strong sense of integrity led him to a distinguished career with the Orange County Sheriffs Department, where he served honorably for 28 years until his retirement in 2011. Throughout his service, James was highly respected by colleagues and the communities he assisted, earning a reputation for professionalism and unwavering commitment.

James’s interests extended far beyond his law enforcement career. He was an avid lover of the outdoors—camping, off-roading, and shooting brought him great enjoyment and adventure throughout his life. He found peace and camaraderie cruising the open roads and sharing these passions with friends and family. James was also a valued member of both the Moose Lodge and the ELKS, where his camaraderie, generosity, and willingness to lend a hand endeared him to many.

He is survived by his devoted sister Pamela Collier and her husband Daryl Collier, his cherished nieces Joy Waterhouse (and her husband Ron Waterhouse) and Trinity Collier, and beloved nephews Michael Collier (and his wife Rachel Collier) and Ethan Collier. Each of them carries treasured memories of gatherings, laughter, and the wisdom James so freely shared. He was preceded in death by his father, James Stringer, and his mother, Faye Scarbrough.
